On December 20, 1976, the Pennsylvania State Police (PSP) was contacted to investigate human remains found on the bank of the Lehigh River in East Side Borough, Carbon County, Pennsylvania. The investigation revealed two sets of unidentified remains - a young female and near full-term fetus. After more than 44 years and thanks to advances in DNA technology, the female remains were recently identified as Evelyn Colon of Jersey City, New Jersey. Evelyn was 15 years old in 1976. Armed with this important new information, investigators from PSP Troop N reviewed the case and developed a suspect.On March 31, 2021, one count of criminal homicide was filed against Luis Sierra, 63, of Ozone Park, NY. Sierra, who was 19 years old in 1976 and in a romantic relationship with the victim, was taken into custody by officials in New York and recently extradited to Pennsylvania. Charging documents were filed in Magisterial District Court 56-3-01 in Carbon County. On Wednesday, April 14, 2021, members of the Pennsylvania State Police were joined by the Carbon County District Attorney to discuss the latest developments in the case.
